While the 2025 updates introduce some refinements, the core safer recruitment duties remain the same: every adult working with children must be rigorously vetted.

Retention and record-keeping
- Identity, right to work, and qualifications: keep on personnel files.
- DBS certificates: retain for no longer than six months unless justified.
- Remove details from the single central record when staff leave.

Where schools can struggle
Paper and ad-hoc spreadsheets invite gaps: certificates go missing, expiry dates sneak past, and evidence ends up scattered across email threads. Supply staff, agency workers and overseas vetting add more moving parts. Ofsted inspectors expect accuracy, consistency and timeliness – small errors can become big findings when records aren’t complete or up to date.

What schools and colleges must do (and why)
Safeguarding isn’t a once-a-year task; it’s part of everyday hiring and onboarding. Here’s what schools and colleges need to do, where things often go wrong, and how to keep everything inspection-ready without drowning in paperwork:
- Verify identity and right to work in the UK.
- Obtain enhanced DBS checks (with barred list information where required).
- Carry out children’s barred list checks if someone starts before DBS is available.
- Confirm fitness to work and check professional qualifications.
- Conduct overseas checks where applicable, or record risk assessments.
- Maintain an accurate single central record with all checks logged.

Retention and record-keeping that passes inspection
Store identity, right-to-work and qualification evidence on the individual’s personnel file. DBS certificates shouldn’t be kept for longer than six months unless there’s a clear justification. When a member of staff leaves, remove their details from the SCR, while retaining the right documents in their personnel file for your retention schedule.
