The Keeping Children Safe in Education (KCSiE) 2025 guidance took effect on 1st September 2025. While the Department for Education described this year’s changes as largely “technical”, there are still major implications for schools and colleges managing recruitment and vetting.

Key updates for 2025
- Identity and right to work checks reinforced – schools are reminded to verify identity robustly (birth certificates are best practice) and ensure right to work evidence is on the single central record.
- Document retention clarified – schools must retain copies of identity, right to work, and qualification evidence, but should not keep DBS certificates beyond six months without valid reason (aligned with new DBS retention rules).
- Overseas vetting strengthened – candidates who’ve lived or worked abroad must undergo the same pre-employment checks as others, plus additional overseas checks where possible. Risk assessments are required if information is missing.
- Agency and supply staff due diligence – written confirmation that agencies have completed all mandatory checks is non-negotiable.

Why these changes matter
Regulatory pressure on safer recruitment is rising, with Ofsted inspections placing greater emphasis on accurate record-keeping and full compliance. At the same time, GDPR and DBS requirements mean schools can’t afford to mishandle identity documents. Relying on manual systems creates gaps, increases the risk of missed checks, and leads to poor record retention when evidence is needed most.
